Did the outlines and base color in Flash, then I tweaked a few things in Photoshop

 

I tried to make a duplication of a BBC NEWS bumper. It was fun to do! 

I went for more of a Mike Mignola style..I'm going to practice more on this kind of style. It felt really rewarding.
